The CITB Customer Promises have been developed from feedback to reflect what is important to you, the customer. They make a clear commitment from the whole team at CITB about the standards you can expect from the team.
They will guide the future service delivery, and provide an additional tool which can be use for continuous measurement and improvement.
The feedback customers have given shows they want a consistent approach and to get the same information from everyone at CITB. They are working on improvements to achieve this and so our Customer Promises are for the whole of CITB.
CITB will keep pushing to seek your feedback on all areas of performance against the promises, and deliver further customer focused improvements wherever necessary.

Plant Operator Cards
CSR Plant Operator cards cover a wide range of construction plant and equipment.
NPORS CSCS Plant Operator Card
As a partner card scheme of CSCS, the NPORS CSCS Construction Operators Card, will now be issued in line with the requirements stipulated by the Construction Leadership Council (CLC) and will display the CSCS logo.
The NPORS CSCS Cards that available are the Trained Operator Card (Red), and the Competent Operator Card (blue). The Blue Competent Operator card is only available to those operators who have achieved the relevant NVQ qualification
For new entrants to the scheme that have no formal qualifications, a Red Trained Operator Card will be issued which remains valid for two years, during which time the plant operator must achieve the relevant NVQ qualification for the categories held on their Trained Operator Card.
Traditional NPORS Card
If the CSCS logo is not required on your NPORS card, the option to apply for the Traditional NPORS card is still available.
Once the training and assessment has successfully been completed the operator will receive a 5 year traditional NPORS card, which is renewable. This card can be endorsed with the Health, Safety & Environment (HS&E) test logo, if the operator has passed the relevant HS&E test within the last two years. If they don’t have a valid HS&E test, then the card will be awarded without the HS&E logo.

Red Card – Trained Operator
All candidates are required to complete the CSR 1 Day Health & Safety Training. All candidates are also required to complete the Construction Awards Alliance (CAA) Plant Award/Certificate. A profiling exercise is completed by the Training Provider to determine prior experience and ability and to assess whether the candidate requires training. If training is required the CSR Training Provider will deliver the necessary training.
Red Trained Operator cards cannot be renewed. This is to ensure the progression towards a Blue ‘Plant Operator’ card within 3 years.
Blue Card – Plant Operator
All candidates are required to complete the CSR 1 Day Health & Safety Training and Operative Touch Screen Test. The candidate must achieve NVQ 2 in Plant Operations and must record a minimum of 300 hours operating experience on each category in the CSR logbook. Candidates who cannot record 300 hours will be able to complete a site assessment in its place. A Blue Plant Operator Card will not be issued unless six months has passed from the time of issue of the Red Trained Plant Operator Card, and the Operative Touch Screen Health and Safety Test has been passed within two years of the application date.

Confirmation of 300 hours experience in each category of plant provided through CSR log book or employer declaration. Where confirmation is not available a technical test delivered by a CSR Plant Scheme provider is required.
